Looking for a gui application to speed access to different text files

I am looking for a Windows application that would access my different text files in a simple and easy way. Not notepad guys! One application that would parse context from 7 different text files. Listing the different @call, @projects contained in all files in a folder.
Also trying to figure out how to web publish some of my text files, however I don't want to add all of the HTML code into the file. Is there an application, publishing service or process that can display contents of .txt files?

I have spent some time looking around for such things.

I just read an article titled "Get Organized with Emacs Org-mode" that might be along the lines of what you're looking for - or even if I'm totally mistaken about what you're looking for, perhaps the article would at least be a starting point for further digging. I've not used Emacs myself, but I know it's available for Windows and many other operating systems -- more info at GNU Emacs Website

Org-mode is a mode for keeping notes, maintaining ToDo lists, and doing project planning with a fast and effective plain-text system.

Org-mode develops organizational tasks around NOTES files that contain information about projects as plain text. Org-mode is implemented on top of outline-mode, which makes it possible to keep the content of large files well structured. Visibility cycling and structure editing help to work with the tree. Tables are easily created with a built-in table editor. Org-mode supports ToDo items, deadlines, time stamps, and scheduling. It dynamically compiles entries into an agenda. Plain text URL-like links connect to websites, emails, Usenet messages, BBDB entries, and any files related to the projects. For printing and sharing of notes, an Org-mode file can be exported as a structured ASCII file, HTML, and LaTeX.
