hi, Yes. Hazel and AppleScripts, or Automator workflows, or shell scripts will do this for you. I've used Hazel, for example, to watch my desktop for .webloc files (urls) dragged onto it. When it finds them, it opens up the 'get info' window for the file and puts the cursor in the 'Spotlight Comments' box so I can enter tags and/or other info in there. And yes, you can have Hazel either send you sticky (or non-sticky) Growl alerts or label the files red (or color of your choice) if the file sits there longer than you specify. Really.
