Waiting for? Next Action? Agenda?

I am still a bit confused to differentiate these:

a) Rodrigues needs to call Zeni at Frango Natto to follow up on the proposal. Rodrigues is already aware of this, I informed him of this, so this is under @Waiting for

b) Rodrigues needs to write a Thank You letter to Jotude. Rodrigues IS NOT aware of this, so this is under @Agendas

c) I need to speak with Rodrigues regarding monies we are to receive for a sponsorship. Rodrigues informed me on Friday that he was going to see them, but I have not spoken to him since. WHAT IS THIS CLASSIFIED AS?

Thanks Steve, it does help a bit. I use a Palm Pilot, and I use DateBk6 as my 'primary' GTD tool (I also use ToDo plus) so I try to keep things under one category. In my situation, most everyone is "reporting back to me" with the exception of the President, so most if not all of his (The President) items go under agendas.
As a general rule of thumb, agendas are those that need to occur in real time interaction (I am paraphrasing from my notes I took while reading the book) and waiting for is when the next action on something is up to someone else. You don't need an action or reminder, just a 'trigger' . The thing is, like I mention, my position most every thing is something that is someone elses responsibility and I must make sure it is all getting done and moving along. What is getting me messed up is the step before delegating it to someone, then following up.
