I am an actual high school teacher, so I can say with some certainty that GTD would not go over well with the under 18 set. We do teach a lot of study and organizational skills, in all the classes we offer, but a lot of kids are not ready to believe it is necessary yet. The main issue we face as a country, and this should scare people, is an absolute lack of personal responsibility. They procrastinate because they are bailed out when they don't finish something on time. It's not that they didn't make a list, it's that they know that the teacher cannot fail half the class for not turning something in, so why bother? Don't get me wrong, most of the 1000 kids I have taught in that last ten years are wonderful people, but there has been a steady decline in accountability.
